[MacTUG] Moving the meetings for next year

Since we're not affiliated with the Library, we've been subject to their whims regarding the room bookings.

The room booking for Nov in DC would be less likely to be plundered so I'm considering doing that instead

(especially since DC is well connected to rest of campus).

If no better alternatives are offered in the next week, we'll proceed with that.
