10.13 doesn't appear to support SHA1 passwords anymore, and this project needs to be updated to create PBKDF2 passwords

This app "Create User Package" looks interesting. All it does it that it creates a local account with a password, but wraps this up in a package. I am kind of surprised that apple lets it be on the apple store as it usually does not host such scary apps that fiddles with things that the OS (or official utilities) normally looks after (think deploystudio or carbon copy cloner)

I don't know how I use it but as I think about DEP and installing software on fresh out of the box devices, it could be useful
