[MacTUG] OnBase client upgrade info

The OnBase upgrade is progressing smoothly. We are now at the point that 
we can have faculty and departmental computing support upgrade the 
ActiveX client for their users' machines in anticipation of the release 
of the upgraded production environment later this week.
