[FASS] Treasurer applications are open

Hello FASSies!

I apologize for the double email. The Board kindly reminded me that we need
to open applications for Treasurer.

The FASS Treasurer's responsibilities include preparing a yearly budget for
FASS, collecting expense reports from Board and Show Council members,
reimbursing them for their expenses, and attending monthly Board meetings.
