It’s been awhile since I’ve dealt with this but AFAIK the retail store always had an issue with adding institutional purchases to the corresponding ASM portal.   


The potential exception for this were phone service requests where an ASM enrolled phone was replaced with a new phone.  The purchasing workflow for replacement phones included a check for ASM enrollment.  Sometimes this would take a few hours so a user could end up with an unmanaged phone before the ASM enrollment kicked in.  


 In the case of iPads/macs I've seen this enrolment be a hit and miss  Too many “if’s” need to work in our favour.  IF the purchaser works with the business specialist at the store and not just one of the store front reps that this is an institutional purchase and IF said business specialist remembers to have the serial #s to your ASM account   If someone just walks in and purchases some devices, there’s not going to be any ASM attachment to these purchases.

In the case of iPads / iPhones this can be remedied with Apple Configurator. However theres no solutions (currently) for Macs.

For institutional purchases involving a PO always ask to speak to the business specialist at the store and remember to bring up ASM enrollment for your devices.
