[MacTUG] Can you deploy Safari bookmarks without User Template?

It seems that we should stop using the UserTemplate for customizing our deploy experiences, using a combination of Profile (ie MobileConfig) management and other tools and tricks. An example is how I am now packaging Firefox.

I have pretty much cleaned my user template of everything but the Safari Bookmarks (which are Bookmarks.plist and in /System/Library/User\ Template/English.lproj/Library/Safari/). It is only the bookmarks that are the issue as the homepage can be set as a MobileConfig Profile. I have tried to convert the Bookmarks.plist into a mobileconfig profile but that does not work (as it is not residing in the Preferences folder).

There is lots of talk about it online but no real good suggestions. Kind of ironic that an Apple product is the last critter I have to move out of the User Template! ;-)

I presume most of you deploying to labs etc are using the User Template for Bookmarks? Am I missing something/Any suggestions etc?
