Just FYI, I have been working with Terry from Purchasing to attempt to get the University setup for VPP as well as DEP with little success. The enrollment process is a bit of a nightmare. We have a ticket into Apple to solve the roadblocks we are running into. Mostly that the "admin" person for the University needs to be a CEO or CAO or some other type of bigwig. Apparently Terry (senior buyer) isn't high enough up the chain.
