[MacTUG] corrupt login screen after update from Sierra to HS

hi folks,
after updating to HS my login screen text has been replaced with question marks inside a box.(see attached screenshot)
have tried the following with no luck.
1-reinstall os
2- restart in safe mode and reboot.
3- verify fonts via fontbookk
4-from Terminal app run fontrestore default.
5- repair disk permissions

other than that everything else seems fine.
i’m running out of ideas.
