[MacTUG] file permission problem on an time capsule usb drive

I am encountering a strange file permission problem when trying to copy a file off of a usb drive connected to a time capsule.
When I go to copy it a dialog window comes up asking for permission to allow Finder to make changes.

After entering my password, I get a copy error that says I can't copy the file because I don't have permission to read them.
However, I can actually open the file for reading with several apps.
Strange.
I have restarted the time capsule and drive, but same problem.
If I do a file info on the file, it shows that everyone has read privileges.
Anyone know how to fix file permissions on a time capsule drive?
