[MacTUG] Apple Mail Migration Madness

I used Migration Assistant to bring over a user's account
to a new machine ... I run Apple Mail and it claims to be
converting to the new version but only the folders show up,
none of the messages ... even if I do Synchronize.
Any ideas?

I tried copying over the 
Library/{Mail,Mail Downloads,Preferences/com.apple.mail.plist}
again as the user with no luck.
