following up my own post:

I have diagnosed the problem, but not yet fixed it.

Oracle seems to think the end user will do the install, but that would 
be unusual with any Mac app we have.

The end result is the file permissions are very restrictive on shared 
libraries within the application envelope - including ocalctcalcli

I plan to run a script using Remote Desktop to fix permissions on
/Applications/Oracle Calendar/Contents/MacOS/
