I'd like to also thank the IST networks staff who quickly identified the cause of the issue (issues in an ISP in the United States) on August 12 and announcing it etc.
And just to clarify (it is in the url below, but not the text of the e-mail), UW network equipment is not affected by the 512K issue.

Subject: [CTSC] Internet issues related to 512K
On August 12 internet users worldwide reported outages and slow response times. Subsequent analysis indicates the root cause was the presence of network equipment with a limit to the number of routes or paths that they could store to route traffic (the limit is 512,000 or 512K).
For more information about this issue including how UW and others are responding see: https://uwaterloo.ca/ist/news/internet-issues-related-512k.
IST will notify the university community when we detect issues related to this in the future.
Questions/concerns? Please contact the IST Service Desk (CHIP), helpdesk at uwaterloo.ca<mailto:helpdesk at uwaterloo.ca> or ext 84357.
